The Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project in India, funded by USAID, is a four year (May 2016 – September 2020) initiative to increase the use of family planning (FP), maternal, neonatal and child health (MNCH) and tuberculosis (TB) treatment products and services among the urban poor by harnessing the potential of the private sector and catalyzing public-private engagement.

Abt Associates seeks a Regional Manager - Operations to assist the International Development Division's SHOPS Plus Project in India. Responsible for effectively managing SHOPS Plus’ field operations, the Regional Manager - Operations will support the Deputy Director - Operations in the planning, implementation, coordination and reporting for SHOPS Plus field operations. S/he will help in strengthening and coordinating all field operations through direct work with various stakeholders. Frequent travel to selected cities where the program is being implemented is required.

Key Roles and Responsibilities

Project management and coordination:

  • Responsible for all field level operations, support in stakeholder management, and execution of administrative and technical duties in selected geographies

  • Serve as a point person for all field operations including planning, implementation, monitoring, coordinate public relations activities, event management and reporting

  • Conduct supportive supervision of partners’ implementation of the project’s on ground activations, execution and implementation at city and state levels

  • Monitor and work with partners to meet project indicator targets for on ground implementation activities
  • Facilitate and coordinate trainings and programs on family planning (FP), child health (CH) and tuberculosis (TB) issues
  • Liaise with local stakeholders (i.e. private sector, associations, government, civil society)
  • Participate and represent the project at local meetings and events
  • Coordinate field visits for donors, partners, government and project officials

Project reporting:

  • Ensure timely and accurate data collection from various partners, consolidation and timely submission of project reports
  • Share field insight, feedback and proposed solutions/innovations for program improvement and reporting
  • Identify, track and document program trends, lessons learned and best practices

  • Ensure 100% compliance, particularly branding and marking plans, USAID standards and Abt Associates policies during implementation of field level activities

  • Other duties as assigned

Preferred Skills / Prerequisites

  • Graduate/Postgraduate in business administration or equivalent with 8-10 years of experience in field operations
  • Understanding of adolescent, family planning, child health related issues is preferred
  • Ability to and experience in fostering and maintaining partnerships
  • Excellent understanding of different field related tools, processes and sound knowledge on program management issues
  • Experience working on field operations or similar models and work place interventions would be a plus
  • Excellent multi-stakeholder coordination skills
  • Experience working with local private sector enterprises
  • Command of written and spoken English and Hindi is essential
  • Working knowledge of Hindi, Bengali and Bhojpuri language is desired
  • Experience of working in Jharkhand state is preferred
  • Computer proficiency in MS Word, Excel, and Power Point is essential

Minimum Qualifications

  • (6+) years of experience and a master degree OR the equivalent combination of education and experience
