Opportunity

The USAID-funded Integrated Health Programs for the DRC (IHP-DRC) supports USAID’s strategy on Health Systems Strengthening in the DRC. USAID seeks to strengthen the capacity of Congolese institutions and communities to deliver quality, integrated health services to sustainably improve the health status of the Congolese population.

Abt Associates seeks a qualified Smart Data Advisor to support the International Development Division's Integrated Health Project in the Democratic Republic of Congo. The Smart Data Advisor works with the RM&E Director, the Monitoring and Evaluation (M&E) Advisor other technical personnel to comply with the project’s M&E plan and systems and to prepare data for USAID portfolio review. The Smart Data Advisor will also oversee special studies and be responsible for project and study reports. He/she will provide direct assistance to build clients’ capabilities in M&E and act as a trainer of other technical assistance providers as needed.

Key Roles and Responsibilities

  • Work closely with partners to manage, access, and analyze real-time and right time program data from different sources
  • Work directly with partners on different ICT4D data collection solutions, represent program requirements, and transform data inputs into actionable items
  • Follow up the Performance Monitoring Plan (PMP) document for project in collaboration with M&E Advisor, STTA staff, other project staff and local experts
  • Conduct rapid surveys and other data collection to establish baseline information
  • Establish regular data collection plan for indicators in the PMP
  • Design and implement M&E systems that will generate timely information and feedback to project counterparts at all levels, and to the client
  • Assist the project technical leadership teams to design appropriate M&E processes instruments for planning and tools for program activities
  • Use data to support programmatic decision-making through data analysis, reporting and communication across multiple locations and multiple data sources
  • Continually monitor the availability of data, (inputs and data sources), the flow of data, and the uses of that data in the project’s area of responsibility
  • Provide feedback to the project leadership teams on results and best practices
  • Supervise any sub-awardees who are collecting or analyzing M&E type data
  • Prepare M&E report for quarterly reports and annual work plans
  • Prepare annual M&E report
  • Assist in annual work plan development

Preferred Skills / Prerequisites

  • Masters degree in economics, statistics, social sciences or other relevant field
  • Minimum six (6) years’ experience in monitoring, evaluation and analysis
  • Monitoring and Evaluation experience in the implementation of a donor-funded project in Africa
  • Advanced knowledge and experience with MS Excel and SPSS
  • Exposure to and familiarity with managing and analyzing real time data from different sources
  • Willingness to travel within the DRC
  • Strong planning, organization and problem solving skills
  • Strong presentation and facilitation skills
  • Ability to build effective relationships with all clients, peers and stakeholders
  • Culturally astute, respectful and tolerant
  • Fluency in French and excellent verbal communication and writing skills in English
  • Preferred: Familiarity with data entry and basic analysis in DHIS2

Minimum Qualifications

  • (6+) years of experience and a master degree OR the equivalent combination of education and experience
