Opportunity

The USAID-funded Integrated Health Programs for the DRC (IHP-DRC) supports USAID’s strategy on Health Systems Strengthening in the DRC. USAID seeks to strengthen the capacity of Congolese institutions and communities to deliver quality, integrated health services to sustainably improve the health status of the Congolese population.

Abt Associates seeks a qualified Administration Manager / Senior Accountant to support the International Development Division's Integrated Health project in the Democratic Republic of Congo. Under the supervision of the Director of Finance and Administration, the Senior Accountant oversees and directs all aspects of accounting support for the project.

Key Roles and Responsibilities

  • Assist to develop, manage, and monitor project budgets, accurate financial reports, and projection of funding needs
  • Records expenditures, income, and any other related transactions, in the accounting software
  • Prepares payment vouchers and correspoonding checks
  • Review travel advance, travel expense reports, keep track of travel aging report and follow up with staff on pending advances
  • Prepares payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc.)
  • Prepares monthly bank reconciliations
  • Checks petty cash payments and periodically reconciles petty cash balances
  • Prepare Monthly Remove Office Voucher (ROV) documentation and promptly submit to HQ once approved by Senior Management
  • Keeps a register of fixed assets and maintains an easy cross reference system of all government property
  • Ensures that the accounting records are up to date at all times, orderly, well kept, and readily available for reference and audit, when required
  • Prepares monthly cash requests, and promptly advises action required to cover estimated costs
  • Liaise with the Director of Finance and Administration and the Compliance Officer on all aspects of financial procedures and any issues that may arise
  • Ensures that government taxes, pension funds and other local statutory requirement are paid on time
  • Ensures that periodic inventory of the fixed assets (property) of the company is conducted
  • Assists the Diector of Finance and Administration and Compliance Officer in the implementation of the internal financial control system and compliance with corporate and donor policies

Preferred Skills / Prerequisites

  • Bachelors Degree in business administration, finance or other relevant field
  • At least 6 years of professional experience as an accountant
  • At least 2 years of experience managing financial and contractual aspects of large, international development projects, preferably USAID-funded projects
  • Experience managing and supervising junior financial personnel
  • Experience and skills in developing and managing large budgets
  • Demonstrated ability to work well on teams
  • Proficient in relevant computer applications and databases
  • Familiarity with US Government Cost Accounting Standards
  • Strong analytical and computer skills, with an emphasis on budget and financial analysis
  • Fluency in French and excellent verbal communication and writing skills in English

Minimum Qualifications

  • (4+) years of experience and a bachelor degree OR the equivalent combination of education and experience
